DAN F. LONG MIDDLE SCHOOL
BAND CLUB
BY-LAWS
Article I – Name
The name of the organization shall be the Dan F. Long Band Club.
Article II – Purpose
The purpose of the Dan F. Long Band Club (DFLBC) is to support the band
program of Dan F. Long Middle School, Carrollton-Farmers Branch ISD.
Article III – Membership
Membership is composed of parents with children in the band program and
anyone expressing an interest in Article II.
Article IV – Officers
The officers of the DFLBC shall be president, vice president, secretary,
and treasurer. Officers shall be elected at the May meeting. Officers
shall hold offices for one year (June-May) or until successors are
elected.
The immediate past president in any given year shall remain in an
advisory position if the newly elected president so desires.
In the event of the resignation or continued absence and/or
unavailability of any officer, a majority present at a regular called
meeting of the Executive Committee may appoint a successor to that
office to serve until the next regular election.
Article V – Nominating Committee
The current president and the head band director shall assume the
responsibility of the Nominating Committee. This two-member committee
shall then present a slate of officers at the regular May meeting.
Article VI – Duties of the Officers
President:
- Preside at all Executive and General Board Meetings
- Exercise general supervision and direction over activities
- Coordinate with band directors on any needs of the band program
- Assist any Board member in carrying out their respective duties
- Designated as the Board’s representative with school
administration, in cooperation with the band director
- Perform other duties as required
- Signature on bank account
Vice President:
- Assume the duties of the President in case of absence
- Coordinate with band director any events or special projects
necessary
- Perform an annual audit of Treasurer's Reports, bank statements,
receipts, disbursements, etc…
- Encourage involvement by parents and their attendance to
meetings
- Perform other duties as required
- Signature on bank account
Secretary:
- Record minutes of all meetings with copies to Executive Board
members and band director prior to each meeting
- Be responsible for any correspondence necessary
- Signature on bank account
Treasurer:
- Maintain all financial records for periods of not less than four
years
- Collect and record all receipts of organization and complete
deposits to bank
- Issue and record all disbursement to pay expenses supported by a
voucher/invoice system of payment
- Signature on bank account
Past President (advisory role):
- Be available as a consultant/advisor to the Board
- Share experience and provide guidance when needed
Article VII – Executive Committee
The Executive Committee shall consist of the elected officers, the
immediate past president and the band director(s).
The Executive Committee shall be empowered to act for the entire
organization between regular meetings. Any action taken by the committee
shall be consistent with the purpose and intent of the organization.
The Executive Committee shall consult and recommend to the membership
all matters of general policy and procedure.
The Executive Committee shall meet upon the call of the president,
band director or designated moderator.
Order of business:
- President calls meeting to order
- Secretary’s report
- Treasurer’s report
- Reports of standing committees and band director(s)
- Reports of special committees
- Old business
- New business
- Adjournment
Article VIII – Meetings
Regular meetings shall be held before concerts, if needed. Meeting times
and places to be communicated annually to the membership.
Special meetings may be called at the discretion of the President or
designated moderator.
Article IX – Financial
DFLBC cannot loan money.
All expenditures other than those necessary for operation of funded
projects shall be voted upon by the membership. If time does not permit,
a majority vote of the Executive Board will be sufficient for
expenditures over $500.
The fiscal year of the Dan F. Long Band Club shall begin July 1 and
end June 30.
The Treasurer's books shall be audited no later than September 30 each
year by an auditing committee appointed by the President as stated in
Article VI.
Article X - Amendments
Amendments can be submitted at any regular meeting and must be voted
upon at a subsequently regular meeting. The majority of the members
present may approve amendments.
Voting can be by ballot if requested by a member or at the discretion
of the President.
Roberts' Rules of Order is to be followed at all times.
